Family visit visa for indians

If workers those who are non vaccinated are getting visa to enter qatar through a precausionary measure of hotel quarntine, then why not families those who are atleast vaccinated should allow to do so through same means? Any possibilty of family visit visas to get open for vaccinated individuals in coming weeks?
