Change in QID number.

Hi , Can anyone help me out in Converting driving License to my new QID( my old QID and new QID number are different), i visited the immigration office they are asking to cancel the old QID which is not in my name now . it has been issued to somone and he is out of country for 620 days and still the QID is not cancelled. How can i get the driving license converted? please help me out as im behind this for the last 8 months and no solution is found...
