How can I visit my sister in Canada?

I am a Filipino working here in Qatar and I want to visit my sister in Canada.
She is now permanent resident there.
But I don't know how. I just want to surprise my sister so I am not asking any help from her.
I agree with galloper that you should contact the nearest Canadian Embassy. But the Canadian embassy that is supposed to cover Qatar is in Kuwait, not UAE. The Government of Canada website says so and I'm a Canadian so I'll know.

Contact the closest Canadian Embassy/Consular Service (UAE) and ask them for guidance on your paperwork to visit Canada

Dont try a surprise visit to any female, may we will shocked. Once my friend did a surprised visit to his Wife, he released from the jail end of last year after execution of a long sentence charged for murder
take a flight...its not possible 2 go walking..!!:)
