It could be anything from only A/C's to A/c's and white goods (fridge etc..). TV's and furniture are never usually part of a semi-furnished package.
Semi-furnished could also mean carpet and curtains.
You are best to actuall see the property and prior to signing a lease, ensure that each item under semi-furnished is clearly recorded in the lease.
