this is a tradition of this country I had watched since 3 decads.This country is now more poen for multy nationality so this type of problem comes.in fact there should be a special fog light in back of vehical.It was before with mercedes and range rover.and it realy help(hezards lights) during fog.in this condition you have to keep your vehical at safe distence and have to reduce speed.If you are slow and you have safe distence from other car, I dont think there may any confusion.
