Your agency is jointly and severally liable with the empployer in the event of any violation under your employment contract. And you can sue the agency should your employer give you only 400$ monthly salary.
But this is not the real practice by scrupulous employers. They will give you 600$ alright with a payroll slip to boot but you will return under duress the 200$ so that it will appear that you are receiving what is due you under the contract.
My advise? Dont sign that contract, 400$ is not worth your worries, not enough even to buy decent food in Qatar.
