You need to get a liquor permit to buy booze from QDC (Qatar distribution center) the only retail shop for alcohol.
To get the permit, you need a letter from your employer stating your basic salary and your marital status, and a 1000 Qatari riyals (approx USD 275) as refundable deposit. Then a card will be issued to you, the card has a monthly limit (interms of money) based on your basic salary.
QDC is the largest liquor store that I've seen in my life. From wines, beers, whiskys, congacs, etc. Prices are reasonable, comparable to U.S.
You may have alcohol in certain hotels and clubs, Diplomatic club, intercontinental hotel, a place called Garveys where Brits like to hang out (white Brits only) and other several hotels.
The month of Ramadan is the only dry season, for riligous reasons. The sale of alcohol is prohibited in Doha, QDC shuts down.
