Do you want to learn for employment purposes or just for general interest?
Photoshop CS4 is a huge program and what you need to learn differs depending on whether you're a graphic designer, digital artist, photographer, web designer etc.
If its just for general interest there are heaps of free tutorials online. Most people are largely self taught anyway.
If its for employment you will need to do a course and get a qualification. I'm not sure what courses are available in Doha as I trained overseas.
The software is exactly the same to use on a a Mac and a PC so if you learn on one platform you will have no problem using the other.
