I am not expert but lights other than white or yellow are illegal in Qatar. For technical inspection, they will let it pass up to 6000k (still that's a tinge of blue-white) but anything other than yellow or whitish will fail the inspection and police might stop you and fine you as well. 8000k and 10000k and anything above will start producing a deeper blue and purple and that's not legal (same for the reds, orange etc... other colors for your headlights). Now I advise you to get 4000k as Xenons as this is the burning temperature that will produce the most whitish color.
