As per my experience before, they told me that they don't allow for brother to be sponsored to stay here for 6 months but you can get a tourist visa for one month (not extendable) at the airport immigration like what i did with my brother where you need birth certificates only and passport copy.
But sadly, i just went to the Airport Immigration the other day and the manager told me to go Main Office or any hotel to get tourist. My colleage did the same thing but they are saying they are not anymore issuing this one month visa. But, you can give a try.
