For Hamad hospital it is substantially cheaper if you have a RP (there is a schedule of fees on Hamad hospitals website).

If you have a RP then you have to apply for a healthcard at one of the local public health centres. Then you have to get a referral from the health centre to the IVF clinic. Then you have to go to Hamad(womens hospital) and make an appointment(I don't know if you can do it by phone). On the day of your first appointment you have to first pay for the consultation and 'open a file'. I am not sure what the wait is for the first consultation appointment, I think I had to wait about three weeks but that was about a year and a half ago so it could be different now.

When I was going I had the doctors direct phone number so was able to contact the doctor directly but I dont know if any of the other doctors did that.

I hope this is helpful.
