I Dont know abt whether the bank will give the clearance now,
but the documents that will required at the time of selling a car will a Form from the gov(signed by the buyer & seller), your ID card copy and Vehicle Reg Card, in case of buying you need to get a letter from your sponsor plus the other three documents.
