 You should get it through anyone who has RP for UAE with 2000 UAE Dhs as deposite, refundable after return of your wife.

Short term visa

 You need to get Qatar visit visa for your wife 1st.

 Then meet her at Dubai airport and get transit visa from Marhaba agency for 96 hrs.
