Nevertheless, the tenant is liable to the owner if the flat was subleased without the latter's permission, and he has no legal hold on anyone whom he shared the flat or room with as the case may be. You may reverse the situation to the police citing that the tenant used threat and intimidation which has caused you mental anguish (but I guess this isn't necessary at all for you).
