The only documents required when you are travelling are the visa, LOI, or the affidavit of support of your sponsor. Unfortunately, the immigration officer is asking for documents you don't have at that time. There is no fix required document. The bad news is most of the people who leave the country have to pay a hefty sum.

The role of immigration is to protect us in going to countries without proper documents from the government. It was supposed to be for our safety. But how can we be safe when they ask for a sum of money. The reason why we leave the country is to earn, when we leave the country we don't have money and yet they will require us to pay them.

I am lucky enough to leave before this started. But hearing stories from our kababayan who have to give money (hard earned money) to a useless bureaucrat. Where is the protection? It's funny that if you research for this topic in the internet you can see a lot of complain but the government is not responding. Make a rule to justify their acts. Provide work/protection for OFW.

I can suggest you use the right to travel under the constitution. The government have no authority to deny you of your travel trips unless it is in violation of a lawful order from a court or due to war in the country. Or to pay them too. But I agree we should bring this to attention of media. This have to stop.
