There is no Canadian embassy in Qatar, the official embassy is in Kuwait. You can find information at http://www.canadainternational.gc.ca/kuwait-koweit/index.aspx?view=d and find contact information there for help. As far as I know, you don't need an agent, actually probably frowned upon. The process should be fairly easy, save the $$ and apply yourself.
