The number of channels available depends on the Dish which is tuned to receive signals. The Decoders deliver those signals into picture for your TV. Some signals which are encrypted require a card or similar mechanism to decrypt the channels. As far as the number of channels is concerned both the decoders should provide you the same channels in terms of number except that the decoder with the card will be able to decrypt channels of the card provider.
