as what ive known you have the right to have NOC from your second employer because they are not the one you issue the VISA. they just trasfer your sponsorship to them. Youve just need to finsh your one year with your second employer. ask the immigration about this and please let me know whats there answer because me i transfer also but my second company will give me NOC if ever i want to transfer and this is clear between me and my employer
