The only thing I know is that Qatar will accept driving licenses from some countries and not from others. I know they will accept them from the US and UK but I'm not sure what other countries. It seems like your company should be able to tell you if you can obtain a temp drivers license without taking a drivers test. Otherwise you can go down to the traffic department and try to get the license on your own but it will be easier if you take someone with you who knows the system.
