I believe that parents might be at fault instilling those values that make human beings really human. But, for any society to move forward, it needs radical changes in its educational system, whereby today's kids, ie tomorrow's parents, learn and get educated and implement the change needed.
In other words, I don't find it really useful to determine whether the parents are the guilty ones or not, the solution in my opinion rests at school, where kids spend more than half of their day... they'll have 2 learn about respect and tolerance, integrity and citizenship...
