you need the following documents:

passport copy (for you and your children)
marriage certificate - must have red ribbon
birth certificate of children - red ribbon
letter of sponsor (NOC)
passport copy of your husband and id copy (pataka)

then he can go to immigration office. once visa is approved you need to send (via dhl) it to Qatar embassy in the philippines as it requires the visa to be stamped/sticker on your passport.
