Mandilulur - This is yet another attempt by FQ to justify themselves by changing the contract to suit themselves. This is what the contract actually says under section 9 that they quote so readily above.

"The purchaser shall be responsible to pay for utilities connection and consumption charges, any property or local authority taxes levied, if at all, on the unit from the completion date." [End]

The key words are "unit" and "from completion date". In this section there is no mention of fees payable for the "whole building" only your unit and only after it is handed over. What this should mean is that the owners only pay any fees for these services only on our "unit" and only "FROM the completion date".

This contract section is not talking about any fees gathered "before the completion date" or any fees that the developer has to pay for water, power, sewage, etc to be attached to the building, or about paying FQ for any fees "on completion date" for these services. The contract specifically states fees payable "from the completion date". Given that all essential services need to be connected to the building or it is not deemed to be completed and thus not able to be handed over, we should not have to pay these absurd fees. No services connected = no completion and thus an expense gathered "before the completion date" and not in our contract. This is the responsibility of the developer. After the unit is handed over expenses related to the unit are ours not anything gathered beforehand in order for the unit to be completed.

This section should refer to regular fees payable by the unit owner after he gets the keys to move in like Karaama, phone company, any property taxes, etc. Note that the word "building" does not appear anywhere in the contract clause that I have posted as it does not appear in the contract at all.

First Qatar, just because we bought an apartment from you which in hindsight was a stupid thing for us to do, please do not think that we are are completely stupid, unable to read and decipher contracts and unable to organise ourselves as a group. We live in a new age now and things like this are easily reported and unit owners gathered as a group to fight these unethical charges.
