There are no regulations against taking your kitten in your car with you but please remember the following things:
1. Your kitten should be kept in a cat crate at all times. If she got scared or excited and started to jump around then it can actually be very dangerous as they can easily get down near the pedals and cause an accident. You should also have them in a crate in case they escape when you open the door. Even if you think your kitten is the loveliest, most friendly kitten in the world, it'll still scratch and bite you if she gets scared.
2. You can't take your kitten in anywhere with you (malls/shops/restaurants) and you must never leave them unattended in the car. So unless one of you is prepared to sit in the car with her in a crate then she won't be able to go anywhere with you. But then why would you take her anyway?!
3. Some cats find car journeys very stressful so it's advisable to get her used to her crate at a young age. Take her for short 5 minute drives so she gets used to being in the crate and the car. When you have to take her to the vet or leave Qatar with her, you'll be glad you got her used to them as she will be stress-free :D
