I can't comment on the salary figure, but the benefits you list look about right. I assume health care is included, and she should ask for cash equivalents of the airfares and for them to help her sort out the housing.
Personally, my guess is that it would be quite shock for her to go from the US to Doha in terms of having make employees working for her. She should figure that into the salary amount.
