a child can still be rescued even after 15 minutes being underwater with a slight or no major damage to the brain. After 22 minutes without oxigen a child would suffer major brain injury simply from the lack of oxigen. I just wonder, if the parents or siblings or lifeguards would take the child out of the water straight away, why nobody performed first emergency aid on him? Most of the lifeguards are trained to do it! It can only mean that either no one noticed the child in the water for a long period of time, or the child's injuries caused him death, not the lack of oxigen in the first place. We can only discuss from what we are told, but so much can be behind it, what we will never know... lets just say, safety of children in public places here is not a priority of any management.
