i gone there at arround 15:00,and just 10 minutes and everything is done :)
the result was : the car done the technical test successfuly but failed in the legal test, i asked for a police officer to sign it for me but they said to me that noone was there, so i gone to madina khalifa post office, and there i found one officier that signed the report for me and i did the insurance and then within 20 minutes i got my new istimara :)
