The fact that this story has to be repeated so many times should say something about how exceptional it is. If it was an Egyptian or Palestinian, the story would not be worth repeating, because it would be a normal fact of life. Even if the story is true and these kids were decent human beings, they don't deserve such praise. Stopping to assist is the right thing for anyone to do. Praising them lavishly because they were Qatari just highlights the fact that most people would not expect the Qataris to stop--which in turn highlights the lack of character or concern for their fellow man that most expect the Qataris to have.
