A new UN charter wouldn't change anything. The fact is that it is meaningless and powerless unless the powerful nations agree to back the resolutions. It's designed to provide a forum for complaining, not fixing real problems.

agree with britexpat. No side is blameless in war; both are killing. And those that are dying aren't soldiers, but innocent civilians.
