However, you want to make direct comparisons, I would think Qatar vs Luxembourg would be interesting, as both are similar in terms of size and wealth per capital. Luxembourg is consistently measures as a safer, more desirable place to live, not least because of its fantastically better treatment of imported labor and position on fundamental human rights. Having lived in both countries, I would also say that citizens of Luxembourg generally have less of a sense of entitlement, are less aggressive to those who criticize their country (see this thread for examples), and are more likely to work. They also don't typically do things like pay their maids pittances, withhold their passports, avoid trials in which they are being held responsible for the deaths of children, ban certain nationalities from shopping malls, or house them in worker camps.
But, as I said above, these are generalizations. There are, undoubtedly, kind, decent, and exceptionally generous people in both nations as evidenced by the stories on this thread and seen in such charities as Reach Out To Asia.
