In terms of institutionalized racism--any nation that does what airbender describes above as part of the sponsorship system and has been cited so many times by the UN and human rights watch groups has little room to criticize another on this point.

And not that it is relevant, but to correct you on a point--Luxembourg imports most of its UNskilled labor from poorer parts of Europe. The difference is that such laborers receive far better wages, have an array of workers' rights, and are not excluded by law from certain districts, shops, parks, etc. etc. etc. Nor is Luxembourg continually cited by human rights groups for its mistreatment of foreign laborers or for human trafficking. Sure, I suppose they could go to the world's poorest countries, take advantage of that poverty by hiring people at slave wages, and then congratulating themselves for their humanity, but they don't. I wonder why.

In terms of South Africa--In SA we realized the errors of our ways, ended the oppression and elected on non-white president, and then another, and another, and another. It is the equivalent of Qatar planning to make all the Filipinos and Indians and others who have lived here all their lives full citizens and then selecting one as head of state.
