Lets be clear about the law of Alchol consumption in Qatar.
There is a no tolerance policy here in Qatar.
When push comes to shove ( as we found out when my 18 year old son came over to visit us for Christmas in 2005) you will be arrested if you are found drunk on the streets of Doha.the police told me there was a no tolerance policy .
My son came out of Graveys on boxing day evening after seeing the battle of the bands,(this was before they banned Alchol in their club) and was trying to get a cab at 3 am,he was picked up by the police and arrested and thrown in Jail.I managed to get him out at 10 pm with the help of a Qatari friend.
As far as I know, the law has not changed in this country. What you do in your own house is your own responsibility, but when you are found outside on the streets of Doha drunk, you will be arrested.
