as to my experience, all the Philippine documents need to be attested in Qatar, birth certificates of kids and your marriage certificate should be with DFA red ribbon there in the PH, then, send to qatar for Philippine Embassy attestation , after which, QATAR MOFA attestation. hope it helps.
