As for the specs, i would recommend going for a 1150 supporting motherboard, (Asus or Gigabyte) as the 1150 series is one of the best series that was ever produced, for the processor, go for the 4790k, the highest and most valuable processor ever produced. RAM here is cheap, my rig is running 32GB RAM, as for the VGA cards, they are a bit expensive here, if you want VGA cards at ebay rates, visit gear-up.me, they have the best prices, with quick shipping from the UAE.
Make sure you get atleast 750Watts worth of PSU if you are aiming to build a system with a high end single GPU and around 1000-1200Watts worth of PSU for 2 GPU's. Also for the HDD, go for a SSD drive for your OS, and a normal HDD for media (2TB's or more).
