if the applicant pass the UPDA exam they are giving the grade on the basis of experience that means the grade is not based on how much you scored in the exam.If you pass the exam and you have 5-7 years total exp they will give grade C like that,once you get the UPDA certificate you can submit for upgrading when you gain more experience.
