Am I still Banned?

I worked before in Qatar,I resigned and cancelled my visa,I left the country on Dec 8,2008.Now, I would like to go back in Qatar on November 2010 in Family Visa,Is it possible?Can I come back on the said date?Am I still ban?Do I still need a NOC If I come back?

then travel back in Qatar. That's the wisest thing to do and can work legally even without NOC. That time you fully served the 2 year ban. Godbless..

You may comeback anytime with a family visa, but if you are asking if you can work, that is another story, Qatar labor law prohibit foreign workers for 2 years when they quit or resign from their work, unless otherwise you have NOC from your previous employer, that could be fine.

That is all i know & understand about Qatar Labor Law, hope there could be some feedbacks from reliable people here.

Can I work then after 2yrs banned,even without NOC if my visa was transfer to working visa?

To come back on a family visa, u don't need an NOC, but you will not be able to work unless ur previous sponsor provides you with an NOC.
