can my husband apply for visit visa while family visa is pending?

Me and my husband had been applying for a family visa for a while but until now its deferred. I already resigned from my company. Exit Qatar and now back to country of origin. And when he went back to MOI, they are requesting for NOC from my previous company. To our surprise, I am already cancelled, not working and exited but NOC is still required. My previous company will not release NOC. Questions.
1. Can we apply for a visit visa while there is a pending application?
2. How many months will it take for the pending application is erased from the system?
3. Can I still come back to Qatar and join my husband? Im what way?
This is really important to us as couples and we will appreciate all your inputs

i thought that visit visa, spouse visa does not require NOC from previous company. Please help

NOC is necessary for them, please do not hurry your entry into Qatar .......... take one step at a time ............ ask your previous comapany to help you in it ....................
