Can tourist visa be converted into residence visa without exiting ?

My RP is under process. I want to call my family on tourist visa under hotel sponsorship. Once they are here in Qatar and I get my RP, in order to get residence visa for them, will they have to fly out of Qatar and then come back OR can the tourist visa be converted into residence without exiting ? (Just like visit visa can be converted into residence without exiting).

No. You have to exit and re-enter. Easiest option is book a return flight to Bahrain, once your visa is ready.
