Good day to everyone? I just want to ask if we can apply for a family visit visa if the person is still here? He will be cancelled from his company's sponsorship, but they are willing to give NOC.At the same time, he is scheduled to take his vacation along with his family.So is it possible for him to come back here on visit visa?

you can apply but, after the cancellation of his visa. you cannot apply while the person is still here. let him exit qatar first then after couple of days you can apply a family visit visa. family visit visa takes only 2-3 days processing....
