Do i need to issue an NOC for my husband?

Hi,

My husband just got an offer and now his visa is being processed, previously he worked here in qatar and was given an NOC by his previous company and that he already gave to his new employer for visa application. His mandoop told him that his visa application was rejected and he was asked for me to give him an NOC, he is currently on a family visit visa. is it normal that person with a visit visa to secure noc from his family visit visa sponsor?

Yes, since he is on a visiting visa sponsered by you, you need to give him NOC.
