Hi,

I am living with my family in qatar... My mother age is below 60, Do we get Permanent / Resident Visa for Mother in qatar !!! .. I heared .. Qatar doesn't issue permanent visa for parents unlike Dubai. is it true! Kindly advise / help.

What you heard is correct. Qatar does not issue permanent resident visa for parents. You can only get visit visa, provided you have your family here.
