If mother have valid rp, she can bring baby within 60 days without visa. After you have to go through visa procedure but it is just formal.

Within 3 months (should obtain/produce Birth Certificate as proof of birth) you can bring the infant boy to Doha without possessing prior visa. If the journey is confirmed on 9th December, 2009, then there is no problem. The infant can be accompanied with your wife.
