As long as you have NOC and a new sponsor (job in a new company) for your husband then you dont have any problem. I have done the same for Saudi and I know it works the same way in qatar.

By the way, can I know why your husband do not want to come back?

hi, are you refering to NOC? Me and my husband is working with the same sponsor, I am going to renew my contract but my husband will not. If my employer will sign a letter of no objection that my husband can come back anytime and work with other company, really he can come back immediately here in Qatar? We are going home on Decemeber (me for vacation) but my husband he is worrying alot that he might not be able to come back. Please give me any idea. My sponsor really don`t want to give release or transfer, but he said he can sign a paper that detailing there that he has no objection to my husband to come back and work again, do you think NOC will be strong enough so that I can bring my husband back here?
