I am a resident of Qatar, currently on vaccation in my home country. I intent to go Dubai from India taking Qatar airways transiting through Doha airport. Should i require an exit permit once landed in Doha airport to travel to Dubai?
If you get boarding pass from India to DXB,you stay in transit hall and you can not go outside and you do not need exit permit. In this case your baggage will go direct to DXB, since it will final destination,If you cross immigration @ doha, you have to get exit permit and boarding pass to DXB as well.

You do not require Exit Permit if you stay in the transit area waiting for the Dubai Flight. However, how you will collect your baggages!!!

Why don't you go to Dubai by emirates air and then fly to Qatar. It will be cheap and hassle free as well :)
I do the same when i have to transit UAE coming from any other country.
