New employment before 1 year - ban or not?!!!

Could anyone can give me a reasonable advice, I'd be thankful
based on the extract from Labour Law:'' a worker whose sponsor is willing to give him a release, can be employed by another company immediately''
i've question: is it possible to transfer sponsorship if the person has been working only 8 months (i know there minimum 1 year & 2 years ban), but he was terminated because of financial breakdown of the company & he got NOC?
btw both companies - previous & prospective are in governement sector...

the problem is that i can't wait - i've few other interesting proposals, but i'm running out of financial sources
Hi my advices is possible afthere 1year late ...you should wait 4month then ill be possible change sponsershib any where ..?
