How true that applying a tourist visa needs a NO OBJECTION LETTER (NOL) from previous company?

My application was rejected coz my company doesnt want to provide me a NOL...

and the Visa application department said that they need a NOL as per new rule on visa process.

Tourist Visit Visa has got nothing to do with the Company.. IT is issued by the hotels...

this rule applies for permanent or work visa not for toursium or visit
