You can go to Indian cultural centre (on the right side when you go to Hilal R/A from Mall R/A). They work upto 10 PM. You will need to submit ur original passport and a couple of photos. They will charge 10 QR extra and do the work for you. I think you can get the PCC within 2 days.
Its take 2 working days once you submit at the Indian Embassy in Qatar. You need to submit your original passport, passport copy, 2 form has to be filled which is availabe at the embassy and QAR. 75/- is the charge for issuing this Certificate.

It doesn't take too long unless u are applying in India.. They take a lot of time. If you can go to the Indian Embassy near your place and apply, it can be done within a week.. or even less... I got mine while I was in Singapore in 3 days.. But the thing is that after the certificate is issued it has to be attested by the ministery of foreign affairs and then presented at the Qatar Embassy for stamping. This is also possible to be done by two days.. At Delhi the ministry of foreign affairs will take a few hours.. So you may not be able to receive it back on time to be able to reach the Qatar Embassy before 3pm. So the stamping has to be done on next day...
