Kareena, this is an excellent exmaple of how poor and unfair the system is... an employee should be free to work for whoever he wants to work... and freely change jobs... what the point to force an unhappy employee to stick with the company.. what's the point to prevent people from advancing their careers...
this is just wrong from any perspective... moral, fairness, family, professiona development... etc etc... this is old... and believe me... this system will fade away... it is just goign to take time for people to realize that it does more harm than good
The wedding is in July in London and then he has to start his new job in South East Asia mid of August where as I will come here after our short honeymoon and submit my resignation with 3 months notice.. I would probably join him in November. I can't believe that I would leave my home of 33 years and move to a new place..
That is why i was trying to get him a job in my company and I even asked a friend to try in QF.. If only his school gave him NOC, our lives would have been much better. Just imagine, the school refused NOC to all the 12 or 13 teachers whose contract they did not renew for the next term.
My fiance's contract did not get renewed and they also refused to give him an NOC. Not just him but all the other 12 employees whose contract they decided not to renew, all western expats and all were refused NOC.. My fiance and most of the others have good job offers but since they could not get NOC they have no choice but to leave the country.. I have a very nice and stable job in a government firm here but because he of the NOC in my fiance's case, I have no option but to quit my job and leave Qatar which is like home to me and to move to wherever he gets a job. This is going to be a massive change in my life and there is nothing I can do about it.

1. If a person is crook.. he/she will find a way around the system... does not take a brainiac to figure it out
2. If it is made any tougher it will only enhance bureaucracy thus making Qatar government budget bloated which in turn will badly affect the economy... add inefficiencies in the system... and you get a picture
3. The best resources would probably leave... as they would not be accepting this kind of slavary... or at least never borrow from a bank.. in both cases the economy would suffer. I can already hear people saying who cares.. let them leave.. but if you really look beyond initial impulse you would know
I was just responding to the point above that people who have loans will leave the country and not pay them without exit permits. If we take that point to its logical conclusion, then we surely must be arguing that if you have a loan you don't deserve exit permits.

Exit permits don't stop people absconding on leave.
The banks should tell sponsors not to give anyone with a car loan or personal loan an exit permit, ever. They have half done that when it comes to car loans, they never used to stop you from taking your vehicle out of the country but now they do.
I have no loans and would never take one out here.
If you think that is a good reason for an exit permit you are mistaken. If you are going to run away and leave your debts you just do it on your leave. Like many Asians have done before.

QFC is exempt from the sponsorship laws. Try there. Otherwise, there are no other options.

Why would it be easier for one nationality or another to get NOC? Even Qataris need an NOC if they try to move between two similar government jobs.
I thought it was easy for the western expats to get NOC...

In Kuwait, many companies made you provide a guarantor before being allowed to go on vacation - if you had a loan of any type.
I don't like the Kafala system, but it does have its merits.

Here are the rules on driving out of Qatar if you have a car loan.
Maybe one day this will be extended to prevent any expat with any loan leaving before the loan is repaid.
