i don't think u have the RIGHT to ask the release, but can REQUEST them. NOC can help you to come back before completing 2 years to join another company. Request them to give release..

Remember there is no law stating that "you are entitled to receive NOC"
If they are ready to give it to you that's good. If they say no NOC then that's it.
