As far as i know, Saudi govt.doesn't issue any visa on arrival..They don't issue any transit or tourist visa..One must have proper visa before entering SAUDI..It would be better if a person who wants to visit saudi should get the BUSINESS VISA from his relatives who are staying there..
You can get saudi transit visa also from agents. But i think they have stopped issuing visas now due to eid. You can talk to Mr. Arif (+974 55513959) who is an agent who can get u the saudi visa
