is visa on arrival really for all GCC resident holder?

I would like to know whether visa on arrival (to qatar) at the airport really for all GCC residents holder or you must be a manager/upper position to be granted such visa? what about a housewife?
anyone could give me some info?

If you come here to work, before coming in to Doha you have to do the following processing, from our country we process NBI records or police clearance and some documents needs attestation and we take it to Qatar Embassy for a temporary visa coming from your employer . after 5 working days they will issue you a temporary visa and when you landed here in Qatar you have to go for finger prints, medicals etc..... then they will process your resident permit it may take couple of weeks if you're lucky other wise it can be longer than that.

As far as I know and based on my personale experience, yes your residence visa in GCC country should mention you are senior position, managerial, adminstraive...etc. Housewife will find it very very hard to get a visa. I tried it many times for my colleagues from Dubai but never got approved. I also tried businessman visa for these ladies and the applications were rejected. I ended up doing it through a hotel here in Doha where you pay some 150 to 300 Qrs for visa plus the actual cost of accommodation. I hope that helps?!
